A Waking Oath

I'm not sure why but after taking the quest the only NPC that was there to talk to was Amella. I tried dropping the quest and starting it again. I tried leaving the area and coming back. I looked all around the Ruby Shrine as well. Nothing has worked so far... Any suggestions?

So if anyone has an issue where one of the people you need to talk to not being in the spot shown - make sure you have completed the campaign quests for Ruby Lifeshrine (which ends with Alexstrasza flying away, tho she is actually still there). I had completed the campaign on one character and when I went back with a second one, I could not see Amelia for this quest. Once I finished what I think was 'Return to Ruby Lifeshrine', Amelia appeared in the correct spot and I could complete the quest.

On my Dracthyr alt, I can speak to the Commander and to Amella, but Majordomo Selistra has no option to speak. Selistra is standing there, but I cannot talk to them.

Also, probably related, but there are two copies of Alexstraza standing there, one inside the other. One has a talking bubble above her head, the other a grey question mark.

I have tried exiting the game and doing a full interface reset and leaving The Waking Shores to another zone and returning to the Ruby Shrine once more. Didn't work. Still can't complete the quest.

Edit: Completing the quest, Life-binder on Duty caused the proper Selistra NPC to appear so I can complete A Waking Oath. There are now two Selistra's standing there. The one next to Alexstraza is the proper one. (Sabellian at the Ruby Shrine offered me the quest The Last Eggtender, which led to Life-binder on Duty.)

I am positive this quest became broken because I did the Whelpling Daycare quests on this alt which required me to skip the Obsidian Throne questlines.
