Yes you do. Which means that this quest is nearly as frustrating as they come. You first have to grind 6 dusts off of the (currently horribly overfarmed) living Arakkoa with their 25%ish droprate. Then you've to gobble the potion down, grind scrolls (~75% droprate) from the ghosts (that commonly zerg in groups of 3, heal eachother with unlimited mana, etc), until you a) get ganked and lose your potion, b) get zerged and lose your potion, c) get respawns while fighting and lose your potion. The follow-up quest to Adversarial Blood involves taking the Time-Lost Offering to the island in the centre of Skettis, and using it to summon Terokk himself.
Terokk is a giant, ghostly arrakoa, and he has quite a lot of health. You will need a 5 man group with a tank and at least one healer with a considerable mana pool.
During the fight, Terokk will become immune to all damage, at which point the tank will need to drag him to one of the four purple crystals around the edge of the green runic circle from which you summon him. This will shatter his immunity, at which point your group can carry on attacking him. Apart from that, it's a simple tank and spank fight.
Terokk drops a BoP blue like each of the four named mobs you summoned during the 'Adversarial Blood' part of the chain. He dropped a blue 1h mace for my group with strangely enough, both +damage and healing and +healing on it, as seperate stats.
Upon finishing the quest to destroy Terokk, you get a choice from four rewards.
http://www.wowhead.com/?item=32832 is one of them, I can't remember the names of the other three, and they're unsearchable on wowhead at the moment, but I remember there being a polearm with 60 stam and a lot of AP, a staff, as well as a wand with +damage and healing.

Actually, to shatter his shield you have to drag him into blue smoke the Skyguards are dropping, not the crystals. He has approximiately 150-175k which is quite a bit. He also drops BoE and BoP blues (either a BoE or BoP).

Description
The descendants held prisoner by the Skettis talonpriests are listed in this book: Gezzarak the Huntress, Karrog the crystal giant, the heretic known as Darkscreecher Akkarai and Vakkiz the Windrager. They will all need to be slain before Terokk returns to this world. You will need the scrolls carried by the time-lost arakkoa to call them forth at the summoning circles in Skettis. Bring me a token from each one. These are powerful beings you will be facing; you would do well to bring friends.
