I did almost every quest in terrokar. I'm lvl 66 an still don't get this quest. Maybe it has been removed? If your inventory is full of these feathers, just do http://www.wowhead.com/?quest=10917. This will grant you reputation with lower city, too.
I've done Olemba Seeds and Vessels of Power (along with all other Allerian Stronghold quests), but Ros'eleth will not offer me this quest at level 64. There has to be an unlisted prereq.

Description
Don't let Thander and company fool you. They may look like a band of fearsome warriors, but underneath all that steel, they're nothing more than a troop of dandies! And they won't be seen in public without their hats. They're extravagant affairs made from felt and fur, complete with the gaudiest feathers you've ever seen. The most desirable feathers come from any of the arakkoa, of course, and my supply is running low. I'll gladly pay you if you'll collect them for me.
