It's a flight vehicle mission, the vehicle [npc=110565] is waiting at (27.5 21.8), below Moonguard Stronghold.
(It's easily reached by foot from the flightmaster at Irongrove Retreat, but it's also possible to get down here from the Moonguard portal, using a Goblin glider or similar.)

This world quest is related to the Moon Guard Stronghold part of the Good Suramaritan
