For all the wee ones just starting out, you only need to kill the worgen called 'Rampaging Worgen'. In this first area they will be the only attackable mobs, later there will be different types of worgen you need to kill for different quests.
To settle the origins of the Quest title: the first appearance of the phrase is actually from John Milton's Paradise Lost: Book IV, Line 916:
But wherefore thou alone? Wherefore with thee
Came not all hell broke loose? The mention of hell makes it obvious that the phrase has its roots in christianity, but the context is the Angel Gabriel is asking Lucifer (Satan / The Devil) Why, after being exiled from the garden of Eden, the inhabitance of hell had not accompanied him.
The quest title could well be referencing a specific pop culture reference from a TV show or a song. But there is no real way to be sure as the use of the phrase 'All Hell Breaks / Broke Loose' has made it into contemporary english and popular culture. Much like the phrase from Shakespeare 'Out of Thin Air'

Well sure you could say that. Except that diamount does have a point. This expression has been used for centuries when something horrible is bound to happen. Not to mention we're dealing with worgen. Beasts/Humans & no demons involved. My vote goes to; they just used the expression since it seems as if all hell is breaking loose. lol
'All hell breaks loose' is a very old term; as said, it has existed for years and refers to any time something massively unexpected goes wrong during wars.

Description
Worgen! My father had warned me that Archmage Arugal's creations had run amok. But where are they coming from? I suppose it doesn't matter. Help us make quick work of them. We'll show them what we Gilneans are made of!
Where to go
Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

Where this quest fits
Before this quest
Taken from the storyline's own step order.
- Something's Amiss
The lieutenant appears to have died from severe wounds. The prince might want to hear this news. You hear the sound of fighting coming from the market.
After this quest
Taken from the storyline's own step order.
- Evacuate the Merchant Square
The civilians aren't safe here anymore. Not even inside their homes. We're doing our best to stop the worgen from getting indoors, but their numbers are too great. Help us by evacuating the civilian homes. My father's army in the prison district will be able to better protect them.
