Yes you need that many. I found that the spot almost in the middle has fast respawns

Second worst daily quest so far in TWW. Second only to the kill 12 worms that have 4 spawn points and spawn once every 5 minutes.

The stairs at 47.3, 20.1 have a constant steady stream of spawns attacking the NPC guards.
