Return to Moira is a quest for level 73-75 in The Ringing Deeps. It is step 4 of 8 in The Monster and the Machine storyline. The quest's turn-in marker is in The Ringing Deeps at 42.9, 20.7. It rewards 9,900 experience and money.
Speaker Brinthe's impulsiveness is getting the better of her.
You'd best return to your comrades and let them know of her intentions!

If your All The Things warned you that you missed this quest, you left Foreman Uzjax too quickly and missed his quest. Go back to /way 48.97, 17.44
I had a similar issue, but realized I have not handed in "Battle of the Earthenworks" - so after talking to Moira do not accept "Dark Iron from Above" but go back to Foreman Uzjax for this quest and then return to Moira.
When I talk to Foreman Uzjax, he has no quest for me. He just says "You have your work to do. So do I. The burden is mine." This is, AFAIK, all I need to complete the The Ringing Deeps quests.

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

<name>! There's a battle afoot! We need to assist Machine Speakers loyal to our cause and move against anyone defending the High Speaker. I'm going to remain and make plans with Adelgonn.

We've done our best to contain the High Speaker's followers. We've hampered their efforts at destroying or looting anything they can take with them into Hall of Awakening. Now, we just need to deal with the leader of their forces before they can coordinate a more unified resistance.
