Make your way to Ruins of D Block, entrance 42.68, 39.26
Speak to Allaris Narassin, he is at the bottom of the entrance ramp.
Turn right to find Tyranis Malem. He is in trouble in the room at the end of the hall. Free him.
Go to central area of D-Block, Nagaz will meet you. Follow him and do what comes naturally.
Return to central area of D-Block, Allaris will be waiting for you. Follow him and retrieve Prison Manifest 38.99, 32.87
Leave D-Block and make your way to Baradin Hold entrance 46.18, 47.92 Go down and through the 'raid portal'. The final stage will begin. Follow Allaris.
Slay Ocul'tharon. Allaris will give you The Eye. Take the portal he places in the room to Dalaran.
Turn in to Calydus, on the flight deck in front of you. 74.09, 42.45

If you are stuck at the final part: You need the NPC to be in the room when you kill Occul'tharan. If he isn't, there seems to be only one option: Abandon the quest while you are in the scenario, restart it and do it all over again.
If you have gotten stuck on the last part of the scenario like many of us have It is because you ran ahead of Allaris Narassin and killed Ocul'tharon without him.
If this has happened to you simply hearth out of the scenario back to
Dalaran ( DO NOT ABANDON THE QUEST) then go back to the portal room and take the portal back to the Dalaran crater ( the one that drops you to the ground).From here you can fly back to the plaquelands and Re-enter the
scenario portal Calydus had created for you. Then you can restart the last half of the quest with the stupidly slow Allaris Narassin.This time make sure you walk by his side the entire time and kill all the mobs he gets stuck fighting.
He will let you know when it is time to kill Ocul'tharon and he will even start the fight.

Description
Sounds simple? Make nice with Shadow Council friend must... for now. Help with ritual enough to gain trust, then turn tables! Council made portal device to Tol Barad here. Go, help Shadow Council find Eye of Dalaran, earn spot in big ritual! Then steal Scepter! Calydus will try to keep eye on friend when possible.

Very powerful, but difficult to acquire. Scepter is in the hands of Gul'dan. We must find out his plans, get close. Calydus know Gul'dan planning major operation. He has sent out a call to arms to all Shadow Council to help with big ritual.

Time for main event, friend! Gul'dan wants to begin his big ritual, cause end times for this world. Calydus confident getting the Scepter will stop that plan. Take this bat to Tomb of Sargeras, find ritual, steal Scepter. Oh... and get out! Calydus will help when he can! Good luck, friend!
