As other have commented, this quest is buggy (because it shards you at each step).
You don't have to relog though.
Simply abandon quest and pick it back up.
Be sure that you wait for each step to complete and as mentioned, don't talk to him until it's completed.

Description
I don't know much about blacksmithing, but I'm pretty sure this won't be enough silver to outfit all of the Inquisitors. We will need to find another way to use this. Let us hope that Ballaster can come up with something... creative.
