Shaw is literally behind the keep, outdoors at approximately the same level as the throne room on a wooden catwalk.

Surprisingly, I got this from Aysa Cloudsinger inside the Embassy on my freshly converted timerunner, as the mentioned Agent Rendar was nowhere in sight.
If you abandoned the pop-up quest, you won't get it from Mathias. You will get it from Agent Render near the tree in Stormwind Embassy.
