After I received credit for the quest, I had to re-log to see Pei-Zhi, I could see the ? but he wasn't there.

What you're supposed to do is interact with the staff on the altar, then kill the roaming Conjured Ancestors before they reach Shan Jitong's portal in the middle of the ruins. Do this until your bar reaches 100.
In 7.3.5 I still had to log out and back in to see the guy to turn in the quest. The ? was there but not the person. /reload ui didn't work.
