This appears bugged for me today. I can see the mound of peat that is sparkling but I can't click on it. I was able to click the other mound for the other NPC just fine.
Update/Edit: I was eventually able to complete the quest a few days later after relogging a few times.
The Quest truely seems bugged a bit with the help of a nother guy i was able to do it.
He summoned the Npc while i was standing next to the mud and after the protect quest it counted for me too without being in party with him maybe this will help some people.

Description
If I am to fight Jahesh, leader of the yaungol mist-shaman, I must have Arconiss by my side. Arconiss' ferocity is second to none. He rests beneath the mists of the Upper Sumprushes. Find his resting place, and then use these torches to awaken him.
