For anyone farming toys, you'll need to complete this quest to get [item=88589].
I had a hard time trying to figure out how to unlock this quest hub. The best explanation I found I found was here. You must complete The Taking of Dusklight Bridge before you can pick up this quest.
I hope this helped anyone that was as confused as I was!
It's worth noting that the required quest, The Taking of Dusklight Bridge, requires that you first go to Gao-Ran Battlefront and complete all the quests there first. So do yourself a favor and just start there :P
Pretty good place for farming Mote of Harmony, especially if you are not 90 yet, as the NPCs mostly kill off the mobs so you only have to finish them off. Only took about an hour or two to get 5 Spirit of Harmony .
