It seems to be a bug, the quest is connected to Lunar Festival and is probably a repeatable quest while the event is going.
The next Lunar Event starts 16th February 2026.
The coords for Silsigra were incorrect for me and showed a location outside of the map.
I found her at: /way 63.14, 53.00. She is on a rock pillar close to the rock wall.
