This bonus objective isn't starting for me, is there a level cap or something?
Edit: Apparently the bonus objectives go away at level 110

Not sure who will be doing these bonus objectives for experience / order resources in 2022, but I'll give you some advice if you get as frustrated as I did when they suddenly stop showing up. Playing a havoc demon hunter I was level 45 doing this assault; I hit level 46 in the middle of it and it suddenly disappeared. As far as I know I checked out some other of these same bonus objectives that can be grindy and take time, and it will not let you complete them at once you reach level 46. Will edit this comment if something changes. I started this quest line in Stormheim starting in 9.1.5 going into patch 9.2. Hope this helps for anyone leveling a character who is confused.
I noticed that even with party sync at level 50 you can't get Assault on Skold-Ashil to show up.

Before this quest
Taken from the quest's prerequisites.
- To Skold-Ashil
We have her now! According to these reports, Sylvanas' forces are after something in Skold-Ashil - a vrykul town not far from here. We must make our way there and track her down. I had previously dispatched Commander Lorna Crowley and a detachment of Gilneas Brigade to scout the position.
