I wonder if this is possible to do while already completed the mythic lockout of VH for the week.
If you are having trouble with the NPC being missing in your Order Hall, try releasing your combat ally.
He/she may be the one you need to hand the quest in to.

Description
The Violet Hold contains some of the Lich King's most powerful servants, and is at risk of being overrun by Legion agents. We must go there and thwart the demons before any of the prisoners can be set free.
