TheWoWDBAs of 7.2 you no longer auto-PVP flag for this quest if you are Horde. It took me 30 minutes to figure this out and no one else mentioned this in the comments here. So manually flag yourself and then you can do this quest.

Asking to avenge your death by stomping on a few half dead alliance corpses.There is no honor in this mission. Give me my 13g so I can be on my way....
I found it interesting that the Alliance version of this quest is "Finish Me!"
Considering that the Horde are the ones responsible for this slaughter (they attacked the Alliance from behind while they were battling the Scourge), I thought it interesting that the dying Horde ask to be avenged, as if they have been the victim of some great injustice, whereas the dying Alliance ask to be put out of their misery because they can no longer stand the taunting of the dying Horde.
Just some interesting psychology to mull over.
