Took me forever to figure out why this quest was not available to me as I go back through my alt army to go through Legion content. Turns out even though I had gone through all the prereqs as listed here, I had not picked up Champions of Legionfall from Maiev Shadowsong on the Brokenshore in order to unlock Aethas Sunreaver as an NPC in your Guild Hall so he can offer you the next quest.

Description
Dalaran may appear to be just a floating city, but it is actually our most powerful magical weapon. It will take time to repair the arcane defenses - time the Legion will use to their great advantage. It is imperative to come up with an interim plan, and quickly! Archmage Kalec is very knowledgeable about this sort of thing. Perhaps you should consult with him?
