There a high chance for this quest to bug just before completion. What may happen, is that when you return the stuff to Samantha she's supposed to run off to the other nearby questgivers, but really doesn't move at all. When talking to her, she just repeats she needs a moment. If this happens, you'll see the yellow "?" where you need to turn it in, but she won't be there.

It's easy to fix, though - just exit to character select and log in again.
