I thought the same. The question mark was down next to the inn with no npc, but I found him up near the well at (25.55,70.14)
Yeah, Pureheart's coords are correct, (if poorly formatted for copy/pasting. :P) /way 25.55 70.14 gets you to him. The quest marker does originally show in the inn for some reason. I've noticed this kind of problem with several quests so far, seems to be phasing.

What to do
Description
We'll be able to push those monsters back now, but my defenders won't stand a chance unless we build a forward barricade for protection. There should be plenty of lumber to build a barricade near the entrance to town.
