This quest is dumb af. If you're struggling trying to work out wtf like I am (because I'm a potato) you let the chain channel and then take them to a cage. Not click it and try to take them to a cage

I had a problem where I guess I stepped outside of the quest's boundaries, as I lost the debuff stating how many souls I had with me. This meant I could no longer interact with the cages to deposit my souls, which was extremely aggravating given that I'd gathered all the souls I needed.
Fortunately, I found I could just pick up an extra soul, thus allowing me to interact with the cages again, and that counted all the souls I had with me.
To complete this quest target the Escaped Captive at a close range and click the Chains of Regret appearing in your inventory (My quest bar icon did not work, only selecting the item appearing in my inventory worked)
The Escaped Captive will become hostile and begin to attack you. This will only last 5 seconds until the debuff (chains of regret) drops off.
The Escaped Captive will no longer be hostile and will be chained to the player with a speed reduction debuff.
Lead the Escaped Captive to the Catacombs Cage appearing next to the quest giver. (66.01, 32.37)
Click the cage and they will be captured and their name will change to Confined Soul.
*Note: If you die will leading a soul to the cage it will be lost.

Description
Our reinforcements never came, leaving us unable to tend to the souls here. They have begun to break out of their cells. Many of them are not ready for the next step in the process. Take these iron chains. They can be used to rein them under your control. Once you have a soul bound, you can return them to any intact cage you can find.
