TheWoWDBDon't fly into the facility as you get there, as the door will close behind you and you wont be able to continue the quest. You need to land outside and talk to them before entering.

If you've gotten to Dragonscale Expedition renown level 24 and this quest is not showing up, then try checking to see if you completed the first portion of the Dragonscale Expedition storyline called "A Mystery, Sealed".
You can check your Dragonflight Campaign status by opening the quest log. Default key, L. It should be at the very top of your quest log in bright silver. It has 9 chapters with "A Mystery, Sealed" being the fourth on the list.
The questing, storyline and writing are so freaking awful and disjointed, I never finished the first part that starts at renown 13.

Description
Toddy and Naleidea are preparing to head out. Meet at the Sealed Titan Facility in Thaldraszus. Apparently they've made a breakthrough. Be sure to bring any pertinent information back for cataloging!
