WARNING! This questline is available at artifact rank 34 and can be completed HOWEVER you cannot proceed to the next part until you have hit artifact rank 35 with at least one specialization.
I just completed this as an Affliction Warlock at artifact rank 34 (I have only worked on one weapon as this is an alt) , and then no quests were offered to me until i grinded the necessary Artifact power to hit rank 35, then the quest became available from Archmage Karlain who is standing to the right of Khadgar in the Violet Citadel.
Ok... this just bugged out for me and the Council of Six turned around and walked through the walls and plummeted to their deaths!
Anyway... I tried logging off and back on and they walked through the walls, again... and fell from the tower.
What solved the problem: I took the portal back down to Dalaran, and ran through the Purple Parlor port again... and they were all back in place with the quest completed. I did not hear the dialogue I was supposed to hear... but the quest completed.

Description
The ill tidings you bear only increase the concerns the Council has been having. I know you have your hands full with the Tomb of Sargeras. Make no mistake, the battle for the tomb remains our top priority--but we must not think the Legion foolish enough to rely on brute force alone. They are far more cunning than that. Please, hear us out.
