Currently the map suggests that the claws are supposed to be collected where the quest-giver is. Which is wrong, of course.

This quest is actually located with the others on Shan'ze Dao island. I don't know why it won't show that on the in game map until you get closer to it.
you just kill the [npc=60576] which have 76k hp and loot them for 0-4 stone claws.
Edit: actually they follow the [npc=62530] [npc=62515] around so easily kill two to five birds with one stone.
As soon as you get close to the island, the map updates and shows it on the southern portion.

Description
Among the Shan'ze's fiercest and most loyal creations are their quilen. These beasts will hunt until they kill their prey, or die in the process. I need you to not only cull their numbers, but also to retrieve their bronze claws. Their claws are strong and razor sharp, and we can use them to make weapons and hooks for our cause.
