They fixed this in the last patch. If the quest giver is not up when you go to turn in, go to Captain Jake Sones in the Baradin Base Camp on the Peninsula. All of the Tol Barad dailies can be turned into him just in case the original quest givers are not up.
i have this quest but the entrance is locked...... there is still 30 mins on timer.... bugged?

Description
Have you been down in the D-Block yet, {name}? Every time we clear that infested cellblock out, the demons seem to return rather quickly. We learned that they regenerate from the cursed shackles scattered around the area. That's where you come in to the picture {name}. I need you to retrieve as many of those shackles as you can and bring them back to me. We will destroy them immediately.
