[npc=109594] located at 50.6 57.7 point in Azsuna on a clif, not anywhere at Oceanus Cove. There's a path starts at 54.0 56.8, if you make your way from Shackle's Den fly master. Follow up the way and turn left to the cliff, there you'll see rare mob.

Bugged! I had to walk around, down the cliff where Stormfeather was until Danger: Stormfeather popped up in my screen. Ran back up, the world quest didn't disappear. After killing Stormfeather, I got the credit.
