They drop off any troll in the beast pens, with a good drop rate, and can also be picked up off the ground in some of the buildings in the area.
While you *can* use them on the elite Adolescent Direhorns, dont :) It causes them to aggro every time (with the raptors it has a few different effects, most of them are immediate aggro from what I found, but I could just have had a bad RNG streak). If you have the quest to kill 10 trolls, use them on the ones the trolls are riding, otherwise just do the solo raptors in the pens, they're by far the easiest.

You will not be attacked while inside the special "dome" you get the quest from.
So you can use the item and run for your life inside the dome.
DO NOT use the item inside the barrier - it will get consumed but it will not count.It may get the beast friendly so you have to find another one but you can reuse it right after it goes back to it place.
If you use it on a raptor that is mounted, and the raptor becomes friendly, it will dismount the mob riding it.
So the Bladetalon Hatchlings were the easiest for me. First they are friendly, so if you clear a very small area, you can take your time with them. To me it made this quest very easy!

Description
The Zandalari use a series of fetishes and charms to maintain their control over their menagerie of beasts. Two can play at that game. I want you to find some of these fetishes and try them out on the various beasts in the Beast Pens. Take careful note of how each beast responds to each fetish. Then report your results to me. Maybe this will give us the edge we need against the Zandalari.
