Ensure that you do ~30% of the total damage to Dimensius; otherwise you will not "tag" him, and when he dies it does not count for you whether you're in the building or not when he dies.
I confirmed this with a GM via ticket after soloing this twice as a 70 Holy Paladin, healing the Captain and only occasionally damaging Dimensius, and failing to complete the quest both times.
You really only need 2 people and can do this very simply if they both have the quest. Have one talk with Captain Saeed and go up the hill. Work Dim over (from ranged) until almost all of the NPCs are dead. Then have the other player fly down and talk with the Captain again and bring him up again. We did this quest in about 8 minutes.

If he is not currently fighting another battle, he will be awaiting orders from you directly east of here. Let him know when you are ready to fight and he will put his troops in motion! I wish you luck, fleshling! We have hunted Dimensius for a thousand years!
