Click the small orb thingies.

First one is located at: x36y38 on the bottom side of the bridge, left side if your running from the questgivers.
Second one is at: x41y40 on the ground underneath some red crystal thinges
Third is located : at x41 y31 the under side of the ship

A mistake I made while doing this daily, was thinking that all the bombs were just on the three ships in the harbor, this was incorrect.
If anyone else was stumped by this, don't worry; your quest isn't glitched, there are 3 bombs on the ships. but you only need to disarm one of these and them move on to the Bridge. (Not a ship bridge either. haha)

If you have a water-walking mount, might as well dismount before clicking the orb, or you'll waste a couple seconds starting the disarm, getting dismounted, then getting the disarm interrupt by "can't cast that while moving" as you fall into the water.

Description

Well, it would seem the Lady Proudmoore has decided to use our own weaponry against us. Our perimeter wards reported several spies slipping through our defenses carrying tactical mana bombs. I would enjoy the irony if these bombs were less dangerous. Search for these bombs and disarm them. Our wards reported one near the horde ships to the north, one on a bridge to the main isle, and one near our scrying crystals on the eastern side of the Promontory.
