Right by the glyph for Maddening Deep. In the south-east of Maddening Deep, above on a platform by a silk bridge.
Is he phased for anyone else? He's simply not showing up for me. I see the exclamation point on the minimap, and I've done all the quests in the zone, but the elder is nowhere to be found.
