Stand in the blue beam and shoot them from there.
You can shoot the same elemental multiple times.
To gain credit, stand in the moving antigravity circle and jump to "swim" in the air. You extra action button will become the void missile that allows you to throw balls at the elementals. That or join in on the FFA PvP!
Who designs this infuriating crap? Why have a selfie camera extra action button that blocks/overwrites the extra action button for the quest? I had no idea what I was supposed to be doing until I checked wowhead. WQs should be intuitive and straightforward.

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

Steps, storylines and map placement from the client’s QuestLine, prerequisite and QuestPOI data; neighbouring quest text is Blizzard’s own (quest API), shortened to its opening sentences.
Completing this quest counts toward these achievements.
