TheWoWDBFor anybody else, like me, wondering, you cannot be in the phasing mode to complete this quest. There will be no portal if you go to the spot and are phasing. You have to be out in the world for the portal to appear and for you to use the key.

I was easily able to locate his portal and click on it to summon him.
I pulled him 3 times. The first 2 times he suddenly vanished during the fight and I wasn't able to kill him. He didn't kill me either.
The third time a nearby Paladin joined the fight and we were able to kill him before he despawned.I got credit for the kill and was able to turn in the quest.
Even with the key it seems this still has a (short?) respawn timer. You need to wait for the portal to be interactable, then just click it.
