TheWoWDBSometimes Emberthal won't show up. You have to leave the Forbidden Reach and come back to see her and grab this quest. You might have to complete some quests and/or come back later to see her. Sometimes phasing isn't enough.

Sadly I cannot get this quest to show up in the world no matter what. I appear to be caught up on all quests at this point in time too. I can see the ! on my map, but the NPC doesn't show.
Critically, this is the only quest in the chain really rewarding something worthwhile, an [item=204276]. Emberthal has a skip option when she offers The Best We Have: you give up approximately 1500 [currency=2118] and Obsidian Warden/Darktalon rep. None of this is truly permanent, so I opt to do this quest and then skip the rest.

Description
We are by no means ready to relax, but at least our encampment here is stable... for the time being. I should be able to handle the rest of our operation from here. Emberthal arrived while you were in the field. She and her allies are surveying the area from the cliffs above. It would be wise to check in with her, I think. We would not want her to attempt taking the Reach alone.

Unfortunately, we are not the only ones who took notice of opportunities in the Reach. Our scouts have sent word of pirate vessels moored offshore. The first longboats have apparently come ashore on our northeastern beaches. Our history is not theirs to plunder.

With the lifting of the storms, we dispatched scout teams to explore the island. Several of our teams have not returned. We fear they may have fallen to unknown dangers. Can you search the island for them? Once you locate them, use the Mender's Signal to summon a medic.
