Pull him back toward the cliff wall, kill his raptor pet first, then kite him in a semi circle around the rock avoiding the stuff on the ground.

This quest is kinda bugged. You can pick it up before doing a solo scenario that builds a beachhead for the Alliance. You can't see him and the party until you complete the solo scenario.
To fix it, just drop the quest, go back to the ship and pick up both the solo scenario which will show up as a gold quest, and pick up encroaching force again, which will be a blue quest.
Do the Solo Scenario, nothing special, you have help to burn them down, 4 stages to it. Once that is over you can go to the place on the map for Encroaching Force and you will see him, a mini dinosaur and 4, yes 4, 90 elites, a couple of which stand back and just throw a fire path and an ice path so it keeps you moving.
Take a friend, much easier.
On the Alliance side beach, there is a mana orb that will give you a 1-minute buff which increases your haste and reduces the resource cost of your abilities. There is also a Kirin Tor perimeter ward which does damage to nearby enemies.
Click the mana orb to get the buff, then quickly move to the perimeter ward and charge it up by clicking on it. Pull Nurkala from range and move slightly back down the beach so you outrange the healer. The ward will zap Nurkala as he is nearby, but don't get caught up in keeping him there if you need to get more range from the healer. Watch for the two casters' warning lines - as soon as you see them move a few steps left or right.
Burst down Nurkala using your offensive CDs. Once he's dead, run up the path off the beach near the mana orb. The adds will reset after a short chase.
