If you follow the smoke rings all the way down you will end up at paku who will take you back to the top of the hill to turn in the quest.
If you are too high to go through a smoke ring, circle around until you drop altitude and get credit, and if you are too low find a twister which will knock you up a ways.
Quite easy once you know what to do.
Unable to do this quest at the moment. The NPC and kite is not showing up. There is no way for me to buy another Huge Dragon Kite again too. So I'm stuck on this.
