Ok there are several quests with the same name and they are kinda the same.
The only difference is the stage of the achievement you are in.

For anyone that has this quest glitched with no enemy appearing use this old trick:
- go back to Ogrimmar
- Turn on Warmode cause that switches you instance
- go back to the place where the little one is being attacked and the enemy will appear.
I had to go to Drustvar and complete the quest Void Stone, [object=311163]. When I returned to Kua'fon I could see the attacking mob.
