If like me you started this quest long after completing the storyline in this zone and the Zolani is now blade of the queen and will not allow you to hand the quest in by the throne. You can still find Zolani Blade of the King at 50,16 85,02
Was able to pick up this quest although i have completed "Port of Zandalar"
couldn't find Zolani on any of the 2 known locations ?
