It looks like once Helajar have moved in for the day for their world quest, they "kill" all the sea lions in the area. I saw viking that appeared to be hacking at a sea lion corpse, so this appears to be working as intended. Can confirm that the sea lions by Illidari Stand do count.
If the "official" quest area is full of zombie pirate giants (vrykul), the Azsuna sea lions nearer to the Illidari Stand (where the rare named Ravyn-Drath hangs out) count for this quest, including the rare itself. Got my 12 "fatty lion seal skins" in about 14 kills. (If day/night matter, my information is from 11 PM server time.)
