Kill Congealed Plague they will spawn 3 Slimelets then use the Aqueous Material Accumulator.
If you have full inventory when speaking with quest giver you won't get the quest item, you will however still get the buff and the backpack will show but you cant complete the quest. To fix this make sure you have a free inventory slot, leave the area and grab the quest item again.
