Firim (in Exile's Hollow) would not offer me this quest until I had enough currency (45 Cyphers of the First Ones) to complete the upgrade.
Upgrade Aealic Console Upgrade at the Cypher Research Console in Exile's Hollow (/way 33.78, 49.46).
