She's at 54.6, 61.6. She's a flight master.
There is a bug at the moment. I finished all the other quest in Jade Forrest, before I tried to turn this in. Then after the battle, Admiral Taylor wasn't at the village, since he was at the battle and got wounded. And therefore I didn't get to complete the quest.

Description
Oh, before I forget, I have something I was asked to deliver to you. A letter from one of your companions, I assume. I was made to understand that your presence was urgently required, so I took the liberty of arranging your passage. Speak to Ginsa Arroweye just south of here when you're ready. She has a kite waiting.
