Riko is indeed by the lake, taking care of slickie supplies. He also, in his own words, "Got this #$%^& on lockdown."
Well. Riko's by far my most favorite primate-minded, comedic quest NPC ever...next to Budd Nedreck, of course.
Quest
Gauging Our Progress
A World of Warcraft quest in The Jade Forest. Facts and objectives from the current retail game data.

To anyone who had the same bug as me(seeing the quest icon on the map but not being able to take the quest), you need the pre-quest Get Back Here!, which is from a chain at Temple of the Jade Serpent(the zone not the dungeon)
Despite Sergeant Gorrok living through the encounter with the Jade Witch (after you save him), he doesn't seem to play a part in any of the quests from here on out. He's asleep in a hut after you save him, and proceeds to not be an important NPC for the duration of MoP it seems.
Shokia is found in Dominance Offensive, while Nazgrim and company (Kiryn and Clutchpop) travel to Kun-Lai. Gorrok is never seen again outside the Jade Forest.
Strikes me as a bit odd.

What to do
Description
The time for war is at hand, {name}! We've been training these natives non-stop since you left, and I believe they're as good as they're going to get. See for yourself. Check in with the others and return with your findings. We must rely on our enemy being somehow... even less prepared.

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

- An Unexpected Advantage
Things seem to be goin' our way more and more lately, <name>. I was out doin some explorin' when I came upon this little beauty. <Sully gestures to the ballista to his right.> Problem is she's one of a set and the other one is still in pieces.

- Last Piece of the Puzzle
I must say, <name>, despite their skirmishes with the hozen, I've never seen the jinyu so militant. This troubles me. We must discuss it another time, however. I have come to ask for your assistance. The fresco, where last we spoke, is nearly unveiled.
