This quest will not pop for me no matter how many times or weeks in a row I talk to Attica I always get lizard looters
Currently unable to stealth or vanish in the Coldshadow Cave, even when not using Attica's Cave Torch.
Please grab Beef, for Tale of Tails near the pool (66.30, 15.68) while in there!
Note: you can only see him while lit up by a candle or torch!

Description
Codswallop! Peevish has run off again. He is assigned to this post but is never here! I heard him screaming from the nearby cave. He must have tried to hide in there. Take my torch and go to the Coldshadow Cave. Find Peevish along with the bottles of Dauntless Draught he stole. He can desert his post if he wants, but I won't let him take the drinks!
