You can get this quest by accepting Adventuring in Khaz Algar and choosing Hallowfall on the Scouting Map.
You will have to party sync if you want to get this quest on the character on your warband that completed the campaign first, and you may also have to first complete the Isle of Dorn campaign until Into the Deeps on the party syncing alt, otherwise [npc=213116] might not show up.
Ok . . . so after 'The Light of the Dawntower' how do I completed the Hallowfall option for 'Adventuring in Khaz Algar?'

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

<name>, Faerin went to light the dawntower. She said it keeps the light of the Sacred Flame shining upon Hallowfall. Kyron is there as well. It's hard to imagine that any beacon could outshine their star Beledar, but I am eager to see this new expression of the Light.

I'm sorry, I'm not sure I follow the party sync concept here. My main did the entire campaign and is only missing this one last thing, how can I use party sync on an alt?
