You can get this quest by accepting Adventuring in Khaz Algar and choosing Hallowfall on the Scouting Map.
You will have to party sync if you want to get this quest on the character on your warband that completed the campaign first, and you may also have to first complete the Isle of Dorn campaign until Into the Deeps on the party syncing alt, otherwise [npc=213116] might not show up.

Ok . . . so after 'The Light of the Dawntower' how do I completed the Hallowfall option for 'Adventuring in Khaz Algar?'

Description

I'm sorry, I'm not sure I follow the party sync concept here. My main did the entire campaign and is only missing this one last thing, how can I use party sync on an alt?
