I had an incredibly annoying and possibly (by design?) thing happen at this phase of the quest. While many of the golem and imp mobs were gone en route to Dreadmaul Rock, and I did get to see the green golems guarding the rock, by the time I got close to the Rock, pretty much every mob I didn't kill during the dragon phase was wandering around and could aggro me.
Killing these 3 bosses therefore consisted of me going up the mountain and killing 50+ mobs en route, most of them in packs of 3. Basically, all those mobs that you passed when you were disguised, you now had to kill, plus tons of others. It was nuts!
It was a tremendous difficulty spike that I don't think was intended. Fortunately I was already level 55 and as a druid I could shift out and heal pretty well. On top of this already long quest chain where you kill literally 500 mobs in Burning Steppes, I was aggravated trying to slog through this last grind of easily 50+ wandering mobs. It look probably 45 minutes of straight pulls and non stop combat to get to these last 3 bosses (who were simple to kill once you reached them), and then fight your way back out.
"There's three orcs who survived the attack" My left nut. It really defeats the purpose of all the infiltration, if the last quest is you running past all the mob aggro to assassinate the leader, I could have done that in the first place.
If I had to guess, I'd say this phase is _supposed_ to be just them, but somebody got lazy/forgot.

What to do
Description
You and my son are going back to that mountain. There's three orcs who survived the attack, and we won't rest until they're dead. That's right, I'm talking about the Big Three. General Thorg'izog crawled back into the Firegut Furnace, and Dragon-Lord Neeralak is cowering in the cave on the mountain's peak. Xi'lun is in the back of the Skull Warren, plotting with his fellow warlocks. Leave your mark, {name}. Topple these corrupt Blackrock orcs once and for all.

Where this quest fits
Before this quest
Taken from the storyline's own step order.
- Assault on Dreadmaul Rock
This is it, <name>. A sad day... but a day in which the Blackrock orcs will learn a powerful lesson. Today, our plan comes to fruition. Come with me. We're going to go talk to Acride and call in that favor that he owes us. Then we'll stop this invasion of Redridge before it even starts.
After this quest
Taken from the storyline's own step order.
- The Spoils of War
We've toppled a giant today, <name>. While the Blackrock orcs still swarm in their spire, I doubt their plans will take them anywhere near Redridge anytime soon. You and Keeshan saw to that.
