You have to dismount before talking to Rikal, else you will not proceed.
When you finish this quest, you don't get teleported back to land like with similar quests to these. You have to run/swim back to land. I don't know if they intended it to be like this or what. You'll have to run/swim past some naga on your way back if you don't have flying yet.
