To complete the quest you have to collect [item=158183]s.
These things can be found along the beach north of Fort Daelin.
[item=158183] are located on the ground and highlighted, easy to spot.Filching from Thieves - www.youtube.com/watch?v=MmUKO_kZMBY
NOTE. If you have "clearing the delta" in your queue you will NOT see the Tidal Beacons. I had to go to a gm and was like "WTF?" and they told me to do that one and everything would be fine and it was. You won't be able to do "eeling the big one" either because there won't be any NPC's in that area.

What to do
Description
The naga oft take what they want with little care for who they are taking it from. Perhaps we should do the same for them. The sorceresses use powerful beacons to assist with their spellcasting. I could use these relics to strengthen my own ritual.
Where to go
Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

Where this quest fits
Before this quest
Taken from the storyline's own step order.
- Eeling in a Big One
If you are up to it, I have an idea to give the naga an amusing surprise. <Rikal slowly pulls out a scroll and waves it in your face.> I need some teeth from marine predators to cast the spell though. Luckily, the naga brought some disgusting eels with them.
After this quest
Taken from the storyline's own step order.
- Reclaiming our Defenses
We were holding off the naga up until the latest attack. A few of our forces are still out there. The tidemaidens seem to be slowly torturing them to death. If you could save as many as you can find, we'd be one step closer to gaining the upper ground again.
