Quest item dropped off Overseer Ripsaw ([npc=21499]). Surprised this wasn't already here.

The Illidari-Bane questline is a series of quests that leads to some cool anti-demon weapons. It involves entering many level-70 instances, so you probably want to do the prerequisites before then. David Wayne is also rumored to be Mograine of the Ashbringer.

I came here looking for this exact comment because the quest icon showed up on my map and there were no quest npc's in the area.

What to do
Description
The shard appears to be a piece of a larger weapon. Sharp-looking runes etched into the metal glow with a menacing light. The weapon's intended purpose isn't clear to you, but it's hard to ignore. Most of the mo'arg at Legion Hold seem to be working with fragments of the same metal you hold in your hand. Perhaps one of the weaponsmiths at Wildhammer Stronghold might be able to tell you more about it.

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.
