This quest is actually part of a chain, gated by reputation.
I found it the hard way as i hit revered but couldn't get this quest, whatsoever.
In order to get this quest, you will require the following.
(1) Picked a side (Aldor vs Scryer) in Shattrath
(2) Revered with Netherwing
(3) Complete quests by Mordenai, who will send you to Overlord Mog'hor, then Taskmaster Varulek, back and forth until you get this quest.
Hope it helps whoever stucked here and left this quest stranded like this for years.
