Visit Nemet Hemingway in Highmountain and finish the quest called Highmountain Hides. Then you'll be able to accept it.

Figuring this quest item drops from any NPC that is skinned for Stonehide Leather, it seemed natural to go where it's best to skin them.
Certainly one of the best options still, are the [npc=115675] and [npc=115666] in the world quest related area (Bloodgazer Swarm!) to the top north-west corner of Azsuna on the coast; around;
/way #630 36.0 6.8 Bloodgazers, Azsuna
Large packs of mobs which respawn very quickly so they are always available.
I got my drop there after 196 kills. It's RNG but seems the faster/ quicker you can kill the NPCs, the faster you will get it the item drop given there seems no specific NPC drop.

Actually I have skinning rank2, I have the quest item which starts the quest but when I try to click on it to start the quest it says "you do not meet the requirements for the quest"
What did I miss? What should I do to be able to start it?

Description

You have been skinning for a long time now, but never have you seen a leather specimen as fine as this. Durable, pliable, beautifully colored... Your trainer in Dalaran would be VERY interested in seeing this.
